EXPRA calls for pragmatic digitalisation to facilitate EPR compliance without weakening national systems
EXPRA supports the use of digital tools to simplify Extended Producer Responsibility compliance across Europe, especially for companies operating in several Member States. However, simplification should be built around interoperability, harmonised product and packaging data, and better access to reliable information — not unnecessary centralisation. EXPRA calls for a pragmatic EU approach that facilitates producer compliance while preserving national reporting, fee calculation, auditing and enforcement mechanisms that are essential for accountable and financially stable EPR systems.
Closing the accountability gap in e-commerce
Every product sold to European consumers should have a clearly identifiable and accountable economic operator within the EU.
EXPRA has joined 88 industry and civil-society organisations in calling for the forthcoming European Product Act to close the accountability gap in e-commerce, tackle free-riding and ensure fair enforcement of product, packaging and EPR obligations.
EXPRA Presents Key Recommendations for a Strong and Effective Circular Economy Act
With the upcoming Circular Economy Act, the European Union has an important opportunity to strengthen the policy framework that supports waste prevention, reuse, collection, sorting and recycling across Member States. In this context, EXPRA has published its key recommendations to ensure that Extended Producer Responsibility remains a strong, performance-based and results-oriented instrument at the heart of Europe’s circular economy transition. The recommendations underline the importance of preserving the integrity and operational independence of EPR systems, maintaining a clear link between producers, product design and end-of-life management, and avoiding the transformation of EPR fees into general taxation.
EXPRA’s paper also addresses several key challenges for the future of circular economy policy, including the growing role of online marketplaces and third-party sellers, the need for stronger enforcement against free-riding, and the importance of fair competition between EU and non-EU producers.

On December 19, 2025, CITEO hosted a high-level webinar dedicated to the recyclability of household packaging and the key changes introduced by the new European Packaging and Packaging Waste Regulation (PPWR).
With more than 1,600 participants, the session aimed to clarify the main orientations of the PPWR and provide practical insights to help stakeholders anticipate and prepare for the upcoming regulatory transition. The webinar featured direct input from the European Commission and focused on the implications of the regulation for household packaging.
On March 4, 2025, CONAI – Consorzio Nazionale Imballaggi held the webinar “New Packaging Regulation: Operational Guidelines for Businesses.”
The event provided an overview of the obligations outlined in Chapter II of the new EU Regulation 2025/40 on packaging and packaging waste, published in the Official Journal of the European Union on January 22, highlighting its implications for businesses.

On April 1, 2025, a webinar organized by Fundación Alternativas in collaboration with Ecoembes – Spain explored the social impact of Extended Producer Responsibility (EPR) and its potential to support a just and sustainable transition. A study conducted in 2020 revealed that activities related to Ecoembes’ Collective EPR System (SCRAP) were responsible for generating more than 46,000 direct and indirect jobs. This growth has taken place in a sector characterized by strong job security and low employee turnover, highlighting the vital role SCRAPs play as catalysts for green employment in Spain.
