Repak is Ireland’s national not-for-profit packaging compliance scheme, established in 1997 to help businesses meet their legal obligations under packaging waste regulations. It operates as a Producer Responsibility Organisation (PRO), meaning that companies which place packaging on the Irish market can join Repak to fulfil their Extended Producer Responsibility (EPR) requirements collectively rather than individually. Funded by membership fees from thousands of Irish producers — including manufacturers, importers and retailers — Repak uses these contributions to support the nationwide collection, recovery and recycling of packaging waste from households and businesses.

Through its work with waste operators, local authorities and recycling facilities, Repak helps finance kerbside recycling bins, bring banks, civic amenity sites and sorting infrastructure across the country. Each year, its members report the quantities of packaging they place on the market, amounting to over one million tonnes annually, and Repak coordinates the recovery and recycling of a substantial share of this material in line with Irish and EU targets. In addition to compliance and funding functions, Repak runs prevention and education initiatives aimed at reducing packaging waste, improving recyclability and supporting Ireland’s transition to a circular economy.

Repak is Ireland’s not-for-profit national packaging compliance scheme: companies that place packaging on the Irish market join Repak and pay membership fees based on the type and tonnage of packaging they place. Those fees are pooled and used to subsidise collection, recovery and recycling services , kerbside collections, bring-banks, civic amenity sites and the sorting and reprocessing infrastructure , while Repak itself manages member registration, data reporting and payments to registered recovery operators. The scheme is governed by a board drawn from its membership and reports annually on tonnages and financial flows, with its work documented in its published annual reports.

Communication activities

Repak runs a mix of industry-facing and public campaigns designed to improve recycling behaviour and keep members informed: member programmes like the Plastic Pledge and the Prevent & Save initiative give businesses practical guidance on simplifying polymers, improving recyclability and cutting packaging weight, while high-profile consumer campaigns (for example “The Most Sorted” and seasonal awareness pushes) aim to boost correct household segregation and reduce litter. Repak also publishes guidance, case studies and statistics for members and the public, and partners with trade bodies, local authorities and media to amplify messages.

Prevention

Beyond financing recycling, Repak places emphasis on prevention and design-for-recycling: the scheme offers tools and advisory support to help members reduce unnecessary packaging, switch to simpler, mono-material formats where possible, and increase recycled content. Repak’s prevention work combines technical design guidance, member workshops and targeted projects that demonstrate cost and material savings — all intended to lower the volume and complexity of packaging entering the waste stream and to reduce members’ long-term compliance costs.
