UK Packaging PRO (UKPPRO) refers to the Producer Responsibility Organisation (PRO) for the UK packaging Extended Producer Responsibility (pEPR) system, a producer-led, independent, not-for-profit body that will work alongside the current scheme administrator (PackUK) to deliver the new UK household packaging EPR.

The UK pEPR architecture is a two-part model: a central scheme administrator (PackUK) administers the scheme on behalf of the 4 UK nations government’s and retains certain functions in the scheme, defined by the UK Office for National Statistics (ONS) as ‘sovereign functions’.
Pack UK will, over time, delegate all other pEPR functions to UK Packaging PRO, the producer-led PRO such as system-wide operational design, performance management, engagement with local authorities and reprocessors, and certain payment/flow arrangements , while PackUK retains the statutory scheme administration role and oversight.
- Producer responsibility: Producers must register, report packaging data and pay fees that reflect the cost of managing household packaging waste.
- Two bodies working together: PackUK (scheme administrator) manages national infrastructure and system tools; the PRO (producer-led) will carry out producer functions and help design and run operational delivery.
- Regulatory supervision: The four UK nations regulators jointly oversee compliance, data quality and scheme operation
Communication activities

One of the PRO’s central responsibilities will be communication and stakeholder engagement across the value chain and with the public. Expected activities include:
- Providing onboarding, guidance and reporting support for producers and compliance schemes. PackUK and government guidance already provide templates and detailed data guidance which the PRO will use and build on.
- Local authority and reprocessor engagement: collaborating with local authorities and reprocessors to align collection contracts, material specifications, and performance objectives , and to respond to operational issues such as contamination hard to recycle materials.
Prevention

Prevention is a core policy aim of the pEPR reforms. The PRO is expected to lead and co-ordinate programmes that reduce packaging impact across the supply chain, including:
- Design for recycling and reuse: support for eco-design guidance, development and deployment of Recyclability Assessment Methodologies (RAM) and incentives that reward lighter, more recyclable or reusable packaging.
- Incentives and modulation: administering or contributing to fee modulation mechanisms and other commercial levers that encourage producers to reduce packaging weight, remove problematic materials, and increase recycled content. These market signals are central to pEPR’s objective of incentivising better packaging design.
- Education & contamination reduction: Supporting consumer campaigns and retailer/producer engagement to reduce contamination (improving capture rates and recyclate quality) and to ensure material streams meet reprocessor specifications.
