Pakomak provides collection and recovery of packaging waste through municipal schemes of separate collection, but also through private waste management companies. This solution is based on legal framework given by the Macedonian packaging and waste law.

It obliges producers, importers, fillers, and distributors of packaging and packaged products to provide collection and recovery of packaging waste. They co-finance costs of municipal separate collection of waste through the Pakomak system and network of partners. Based on the same Law, the municipalities are obliged to separate and recover waste. Part of sorted components of municipal waste is also consumer packaging, which should be recovered.

Pakomak is obliged to offer the same terms of service to any client-company and waste operator interested to participate in compliance scheme and same time to offer the same terms of support to any municipality interested to participate in packaging collection and recovery system.

Pakomak network and system cooperates with 15 municipalities and their communal waste companies, but also cooperate with more than 10 private waste management companies.

The decision of Macedonia to harmonize its legislation with EU regulations (European regulation 94/62/EC on packaging and packaging waste) has brought certain obligations for companies in Macedonia that market/sell products packed in any packaging form.

Besides the 11 founding members of the company, Pakomak cooperates with more than 300 other companies, and is still open for new members. Pakomak provides environmentally safe and economically viable solutions to packaging waste to all of them.

Manufacturers and importers of products packed in any type of package, now have a legal obligation to organize a system for the collection, selection and recycling of their packaging waste, which at the end, is given to the final users. With this principle of “extended producer responsibility”, all entities in the chain and the final users (manufacturers, packers, importers, and distributors) will have a possibility to reuse or use the packaging material that has been placed on the market.

The mission of Pakomak is to ensure responsible, efficient and most economically affordable management of the customer’s packaging waste in accordance with their legal obligations.

According to the Laws, Macedonian companies have obligation to submit Monthly Reports for packaging waste generated, prepared on the basis of Product Specifications and a Sales Report for that month.

  1. Product specifications
    – Information on the amount of generated packaging waste per product/item.
  2. Monthly reports
    – Information on the total amount of released/generated packaging waste on the Macedonian market for all products. The report (for the previous month) is submitted no later than the 15th day of the month

In addition, in case of an audit by the Ministry of Environment and Physical Planning, companies are responsible for the accuracy of the data sent to Pakomak. For a detailed explanation of how to fill the manufacturing specifications and monthly reports, see the document on the following link:
