The legal framework for EPR in the UK is based on the  Supported by the Environment Act 2021 as the enabling framework, The Producer Responsibility Obligations (Packaging and Packaging Waste) Regulations 2024, which became law on 1 January 2025. These regulations require businesses that manufacture, import, or sell packaging to finance and/or report on the collection, recycling, and recovery of packaging waste.
