Slovakia
Slovakia is actively working towards a more sustainable waste management system, focusing on reducing landfill dependency, increasing recycling rates, and promoting circular economy principles. As part of its commitment to EU environmental policies, the country has implemented Extended Producer Responsibility (EPR), which mandates that producers take financial and organizational responsibility for the collection, recycling, and disposal of packaging and other waste materials. Slovakia has multiple Producer Responsibility Organizations (PROs) that ensure compliance with these regulations, helping municipalities and businesses meet waste reduction targets. Key factors influencing waste management in Slovakia include strict recycling targets, advancements in separate waste collection systems, and educational campaigns aimed at improving public awareness. With continuous legislative updates and technological improvements, Slovakia is striving to create an efficient, environmentally responsible waste management system that aligns with European sustainability goals.

The revised Packaging Act No. 119/2010 Coll. came into effect on May 1, 2010, introducing significant changes to the definition of obliged industry and its regulatory duties. Under this legislation, obliged persons—which include businesses that package, fill, or introduce packaged products into the market—must ensure the collection, recovery, and recycling of packaging waste in compliance with legally binding recovery and recycling targets.
To fulfill these obligations, the Packaging Act allows businesses to delegate their responsibilities to an authorized organization, such as a Producer Responsibility Organization (PRO). These organizations manage waste collection and recycling systems on behalf of obliged producers, ensuring compliance with national and EU waste management regulations.
Legislative Developments and Future Targets
The Slovak government has been working on updates to packaging waste legislation to align with EU Circular Economy goals. The revised law, which was expected to take effect in 2014, set definitive targets for waste recovery and recycling through 2020 and beyond. One of its primary objectives was to achieve a 50% recycling rate for household waste.
The legislation firmly places responsibility for packaging waste management on the obliged industry, including:
- Entrepreneurs and legal entities that package or fill products for sale
- Businesses introducing packaged products into the market
- Companies supplying packaging materials, excluding manufacturers and importers of empty packaging
These regulations are designed to enhance waste management efficiency, promote producer responsibility, and support Slovakia’s transition towards a circular economy.
