Packaging Europe has published a new article featuring EXPRA’s perspective on how Extended Producer Responsibility should be strengthened through the upcoming Circular Economy Act.
Drawing on more than three decades of operational experience across EXPRA’s membership, Managing Director Joachim Quoden explains why the priority should be to reinforce the existing EPR framework rather than fundamentally redesign it.

The article highlights the need for more consistent implementation of Articles 8 and 8a of the Waste Framework Directive and for a stronger common baseline covering good governance, transparency, financial accountability and equal treatment of producers.
At the same time, EXPRA stresses that greater harmonisation should not mean imposing one uniform EPR model or identical producer fees across Europe. National flexibility should be preserved, while ensuring that every system complies with the same core principles and delivers measurable environmental results.
