Hosted by Suomen Pakkauskierrätys RINKI (Finland), the EXPRA Nordic Regional Cluster brought together EXPRA members from Denmark, Finland, Iceland, Norway and Sweden for two days of practical exchange in Helsinki. The workshop explored topics that are becoming increasingly central to national EPR systems as the PPWR moves towards implementation: plastic packaging recycling, reuse systems, data collection, producer reporting, fee structures and recyclability criteria.
Particular attention was given to the practicalities behind reuse reporting and how common methodologies can be made workable in national systems with different legislative frameworks, collection models and market conditions. Members also exchanged experience on how to strengthen the quality of collected materials, improve the availability of reliable data and provide producers with clearer, more consistent guidance.
The discussion demonstrated the value of regional cooperation in a part of Europe where countries often face similar material, market and geographical challenges, while organising their systems in different ways. By sharing operational experience openly, members can identify solutions more quickly, avoid duplicating work and help producers navigate a rapidly changing regulatory landscape.
The Nordic Cluster remains an important forum for turning shared regulatory challenges into practical learning.
The exchange confirmed the value of maintaining a dedicated regional forum where members can compare approaches, test emerging ideas and address implementation questions before they become operational challenges. The next Nordic Regional Workshop will take place on November 2026 in Copenhagen, hosted by VANA.
