EXPRA strengthens its European representation as CITEO joins the Alliance

The expansion reinforces EXPRA’s position as the leading platform for industry-owned, not-for-profit Extended Producer Responsibility (EPR) systems and strengthens its collective voice in EU-level policy discussions. For companies placing packaging and graphic paper on the market, the enlarged Alliance offers increased regulatory coherence, access to shared best practices and stronger coordination in an increasingly complex legislative environment.
Founded in 1992, CITEO is the mission-driven eco-organisation approved by the French authorities to manage the reduction, reuse and recycling of household packaging and graphic paper under EPR legislation. Operating one of Europe’s largest and most advanced EPR systems, CITEO brings more than three decades of operational experience, innovation capacity and compliance expertise to the Alliance.
By joining EXPRA, CITEO aims to further strengthen its engagement at European level on behalf of its producer clients, particularly in view of upcoming regulatory developments such as the Packaging and Packaging Waste Regulation (PPWR). Its membership is expected to enhance cooperation among national EPR systems and contribute to the development of consistent, effective and sustainable packaging waste management solutions across Europe.
Commenting on the accession, CITEO’s Chief Executive Officer Jean Hornain described the move as a key milestone, underlining the importance of industry-owned, not-for-profit compliance schemes and the value of a united European voice on circular economy and EPR issues. EXPRA’s Managing Director Joachim Quoden similarly welcomed the new member, highlighting the increased representativeness and policy influence that France’s inclusion brings to the Alliance.
With CITEO on board, EXPRA continues to consolidate its role as the backbone of non-profit EPR systems in Europe, supporting obliged industry in meeting legal obligations while advancing ambitious recycling and circular economy objectives.
