Last December 2023, the Ecoembes Comerciales Association was formed, promoting the new Collective Producer Extended Responsibility System (SCRAP) for this type of packaging.

26 organizations – packaging and distribution companies from various sectors and their main associations – have collaborated to establish the foundations of SCRAP and found the association.

Ecoembes’ objective is to offer its companies a comprehensive solution with a single interlocutor to comply with the EPR for all their packaging.

Ecoembes, the organization that has been working for over 25 years for the environment and promoting packaging recycling in Spain, has promoted the establishment of a new Collective Producer Extended Responsibility System (SCRAP) for the management of commercial packaging. The goal of the new SCRAP is to facilitate compliance with the obligations derived from the Extended Producer Responsibility (EPR) for this type of packaging, which will apply from the beginning of 2025, following the principles of goal compliance, efficiency, and effectiveness that have been the hallmark of Ecoembes.

This SCRAP, Ecoembes Comerciales, arises in response to a request from the producers and does so under the association figure with the intention of giving companies total flexibility of participation and ensuring their representativeness in decision-making, something that Ecoembes has been watching over since its inception. It is precisely the joint collaboration with a working group made up of 26 organizations – packaging and distribution companies from various sectors and their main associations – that has allowed establishing the foundations of SCRAP and founding the Ecoembes Comerciales Association last December. These entities have also participated in defining the guiding principles and statutes of the association. In the coming weeks, the association will start working on the formation of its governing bodies, which will be composed of member companies, reflecting the diversity and plurality of the producers participating in SCRAP.

Óscar Hernández, Director of Public Affairs and Communication at Pascual and acting president of the Ecoembes Comerciales Association, shared that “it is crucial that the companies affected by this new responsibility be involved in decision-making from the start and cooperate to build together, in collaboration with Ecoembes, a robust, inclusive, and representative system.” For her part, Begoña de Benito, Director of External Relations at Ecoembes, explains that “for us, it is essential not only to work for companies but also with companies, encouraging their involvement in all decisions and collaborating closely from the beginning.”

In December, the administrative authorization request for the Ecoembes Comerciales SCRAP was also processed before the Autonomous Community of Madrid, a key requirement for the system to start operating in 2025 and to ensure that companies have a solid and effective response when the new obligations with these packages come into effect. At the same time, progress is being made in the development of the complete value proposition for customers who trust Ecoembes for the management of their commercial packaging, who can already request their adherence to SCRAP.

The creation of this system represents a new step for the organization to offer companies a comprehensive solution and with a single interlocutor to comply with the Extended Producer Responsibility (EPR) of all their packaging. To the management of domestic packaging that it has been carrying out for more than 25 years and in which more than 15,000 companies trust, the SCRAP is added to respond to the management of commercial packaging and the development of agreements with other organizations to respond to the management needs for industrial packaging. In this way, Ecoembes puts its experience and accumulated synergies over its years of history at the service of companies, guaranteeing efficient management and a series of value-added services to achieve the circularity of packaging.

In this regard, Begoña de Benito, Director of External Relations at Ecoembes, highlighted that “Ecoembes is evolving to continue alongside companies and provide them with a comprehensive, reliable, quality solution with a single interlocutor to comply with the EPR for all their types of packaging and continue progressing together in this new circular era. New company responsibilities

All this transformation process is framed in the context of the new obligations that companies must assume to adapt to the new production model. Royal Decree 1055/2022 on Packaging and Packaging Waste, which entered into force in December 2022, establishes that companies that place packaging (whether domestic, commercial, or industrial) on the Spanish market must be responsible for the organization and financing of the waste management they generate as of January 1, 2025. This is a responsibility that until now only existed for domestic packaging, to which more than 15,000 companies collectively respond through Ecoembes.
